SUBJECT: mpeg clips have no sound in program view
First off, versions of Premiere before 2.0 don't like to edit MPEG video very well. The format is so heavily compressed, Premiere chokes on the file while trying to uncompress and display the video for editing. (2.0 now provides native MPEG support so it can handle these types of files much better.)
So that may be the first issue, regarding the choppy playback. Keep in mind, this choppy playback is typically confined to the preview only. In other words, when you export the movie to a file on your hard drive, the finished product *may* not exhibit this erratic behavior. The Program monitor is a preview, and is only a close approximation of what the final product will look like; but sometime's is not as close as others. ;)
Regarding the audio problem-- it sounds like Premiere is trying to play your audio out via the DV device instead of the desktop computer speakers. Choose Project > Settings > General, and click the Playback Settings button. Make sure your audio is set to only playback on the computer's audio device/speakers, instead of the attached DV device.
